Non-governmental organisations working on freedom of expression reported that press freedom has deteriorated since 2013. It was also found that the basic protection of journalists had deteriorated since 2016. This emerged from a Report of the Office of the United Nations High Commissioner for Human Rights.
The organisations reported on the assassination of the investigative journalist Daphne Caruana Galizia with the Platform for Human Rights Organisations (PHROM) noting that her investigations were concerned with allegations of institutionalised corruption and governance malpractice, at the highest level of the government. The organisations also reported that they were not satisified with the new libel law saying that close allies of the government used libel law suits to intimidate journalists. The organisations noted the lack of independent press, mentioning that both major political parties own their own media.
